The Union Cabinet has cleared a massive hike of Rs 3 crore per MP in the annual allocation of MPLAD fund that enables every MP to recommend development works in his/her constituency. The allocation has been hiked from Rs 2 crore per MP to Rs 5 crore per MP and will cost the exchequer an additional Rs 2,370 crore annually.

Gorkhas get more autonomy in Bengal

Ending two decades of uncertainty in the Darjeeling hills, a historic tripartite agreement for a new council with more powers was signed on July 18, 2011, even as the West Bengal government ruled out any division of the State.

The agreement for Gorkhaland Territorial Administration (GTA) was signed in the presence of Union Home Minister P. Chidambaram, Chief Minister Mamata Banerjee and Gorkha Janmukti Morcha President Bimal Gurung. The CPI(M) and other Left parties boycotted the function. A 48-hour bandh was observed in the adjoining Terai and Dooars in the plains against the signing.

The new autonomous, 50-member elected hill council will have more administrative and financial powers to independently run the three hill sub-divisions of Kurseong, Kalimpong and Darjeeling, as compared to its former avatar, the Darjeeling Gorkha Hill Council, formed in the late 1980s. While 45 members will be elected, the remaining five will be nominated by the government.

The Competition Act, 2002 was passed by the Parliament in the year 2002, to which the President accorded assent in January, 2003. It was subsequently amended by the Competition (Amendment) Act, 2007.
In accordance with the provisions of the Amendment Act, the Competition Commission of India and the Competition Appellate Tribunal have been established.

The Competition Commission of India is now fully functional with a Chairperson and six members. The provisions of the Competition Act relating to anti-competitive agreements and abuse of dominant position were notified on May 20, 2009.

New marathon record

Kenyan Patrick Makau shattered the world men’s marathon record by 21 seconds on Sunday when he clocked two hours three minutes 38 seconds over the fast, flat Berlin course on a warm, sunny morning.

Makau ran alone for the final 12 kms to break the previous mark of 2:03:59 set by Ethiopian

Haile Gebrselassie on the same course three years ago. It was the fifth time the men’s world record has fallen on the 42.195-km race through the German capital.

The 26-old-Kenyan won the Berlin race last year and finished third in London this year after falling 22 kms into the race. Makau, a former half-marathoner, previous best marathon mark was 2:04:48 in Rotterdam last year. “What I can say is that we have started a new generation in marathon running,” Makau told reporters. “This is the greatest day of my running life.”

First African Woman to Win Nobel Peace Prize Dead

Wangari Maathai, the first African woman recipient of the Nobel Peace Prize, died after a long struggle with cancer, the environmental organisation she founded said today. She was 71.

One of Kenya’s most recognizable women, Maathai won the Nobel in 2004 for combining environmentalism and social activism and Indira Gandhi Peace Prize in 2006. She was the founder of the Green Belt Movement, where over 30 years she mobilized poor women to plant 30 million trees.

Edward Wageni, that group’s deputy executive director, said Maathai died in a Nairobi hospital late Sunday. Maathai had been in and out of the hospital since the beginning of the year, he said.

In recognising Maathai, the Nobel committee said that she had stood up to a former oppressive regime in Kenya and that her “unique forms of action have contributed to drawing attention to political oppression.”

Maathai said during her 2004 acceptance speech that the inspiration for her life’s work came from her childhood experiences in rural Kenya, where she witnessed forests being cleared and replaced by commercial plantations, which destroyed biodiversity and the capacity of forests to conserve water.

Although the Green Belt Movement’s tree-planting campaign did not initially address the issues of peace and democracy, she said it become clear over time that responsible governance of the environment was not possible without democracy.
